All that is needed really is various sizes and types of images with the same theme or color scheme, for the many different aspects that are included in many themes these days - I basically just made a few that could easily be imported into most game editors as well with the 2x sizes ie. 64,128,256,312,1024, etc. While anything smaller wouldn't have much detail in it, but any combo of those sizes could be use as any number of web or game based items for interfaces, gallery items, avatars, icons, buttons, sliders, arrows etc.
And since most content is now used or distributed as flash or CSS/XML style sheets, you would only need to design the interface for whatever it is your making - and save or export your design as flash or theme style sheets. And use the images for the parts of the designs that would scale easily to fit a small window or fullscreen for a web site or gallery interface.

I think you misunderstood what I meant, basically if you use a program to make a layout - say with regular Visual Drag&Drop HTML formatting, that has buttons & stuff in a specific layout. And then when you go to save it, just pick Flash, Stylesheet, HTML or w/e - and the program will generate the necessary files, it's really that easy.
And just so yano, usually only website guru's are the only ones who actually edit stylesheet's to add their own awesome custom stuff! :D

I've done it, but it takes forever unless you know all the syntax! :|
I used Adobe PS Elements to generate the html picture gallery in the Descent Theme Pack from one of the image directories, using the Batch processing or one of the export tools - I forget which atm, but it's really not that difficult to change the background & button images to your own save it as another page from the default images PS uses to generate the pages with.
But I believe there's also an option to use your own style as well, I'll have to check though.

Anyway, it never hurts to try something new now & then - you just might like what you find! :D

If you have FrontPage in MS Works Suite or w/e, many Web Design apps will work fine for UI design.

But the Windows themes can be changed and saved as other themes, which would probably be your best place to start if your interested! :D
All the different properties for the way your current theme looks are in the Display control panel app! :D
